Rick and Sharon Waller

Twenty-two years ago, a chance favor turned a couple on to Thoroughbred racing. Now, Californians Eric “Rick” Waller and his wife, Sharon, own homebred Spectator, who won her first two starts-including the August 5 Sorrento Stakes (G2) at Del Mar-before finishing third in the September 2 Del Mar Debutante (G1).

In 1995, Sharon’s brother, retired jockey Richard Beasley, was suffering from a brain tumor. He asked his sister and her husband to take on his 12-acre property near the Oregon border. The Wallers, who owned a ranch in Southern California, acquired his Thoroughbreds, including the mare Kamikaze Koko. “I just took the mare as a favor and that’s how I got started with the business, because she was in foal to a son of Secretariat by the name of Lucky Sec and had a foal by her side,” Rick recalled.

The Wallers now own six broodmares, five of whom reside at Harris Farms near Coalinga, California, the other in Kentucky. Rick said, “Over a period of time, I decided to raise the level of quality of the horses we were breeding, so I started sending mares to Kentucky and breeding them and bringing them back to California to foal California-breds in order to take advantage of the state-bred program here.”

Pedigree and Conformation Clinic

This clinic gives participants a deeper understanding of Thoroughbred pedigree and conformation. Pedigree discussions include general theory, such as in-breeding, out-crossing and nicking, as well as overall conformation factors. Conformation discussions include the identification of common conformation faults and the effects of those faults, as well as a live conformation workshop.

The two-day clinic includes farm tours, transportation, breakfast and lunch.

West Nile Encephalitis (WNE)
Cases of WNE have been reported by two states, New York and Idaho. The disease was diagnosed in four horses in New York, two in St. Lawrence County and one each in Cayuga and Erie Counties. One of the horses in St. Lawrence County had not been vaccinated but is still alive. The remaining three horses have been euthanased, of which two had also not been vaccinated and one had been vaccinated but very shortly before falling ill.
The Idaho Department of Agriculture confirmed WNE in a one-year-old Quarter Horse with no history of vaccination. The affected animal was located in Kootenai County. The horse presented with signs of facial nerve deficit progressing to ataxia involving all four limbs. It is responding to treatment.
Eastern Equine Encephalomyelitis (EEE)
A case of EEE was confirmed in a horse in Oswego County, New York. The horse had to be euthanased.

Strangles
Strangles has been reported on two premises in Florida, one in Lake County and the other in Levy County. Both premises have been placed under quarantine. In each instance, one horse developed clinical signs after travelling together on a horse trailer from Louisiana. The latest cases are the twenty-eighth and twenty-ninth in Florida in 2017.


American Horse Council News

On September 15, the House of Representatives passed a $1.2 trillion funding bill for Fiscal Year (FY) 2018 that will serve as a benchmark for negotiations with the Senate on a final package. Congress must negotiate a final bill by December 8, when the current continuing resolution (CR) to fund federal programs at FY 2017 levels will expire. While the equine industry and its allies have taken an important first step by inserting some H-2B visa reform measures within the text of the current House spending bill (such as wage-survey flexibility), the fight to insert broader visa cap relief in a final spending bill continues.

Legislation Moving in Congress:

Fortunately, Congress can fix the broken guest worker visa program by acting on legislation currently moving through the legislative process. AHC members can help push the legislative process forward by weighing in with your elected officials in Washington. Contact your federal lawmakers today and urge them to support H2B visa reform through the following vehicles:

  • FY2018 Appropriations – Tell your lawmakers to include H-2B visa cap relief provisions in the final spending bill. This must-pass legislation is the most active vehicle moving through Congress. Meaningful cap relief includes common-sense exemptions for returning guest workers.
  • Strengthen Employment and Seasonal Opportunities (SEASON) Act (H.R. 2004) – Tell your representative to cosponsor H.R. 2004, which will provide cap relief by establishing an exemption for well-vetted workers who have already held a visa. This bill currently has 30 co-sponsors, a number which must grow to gain more political traction. If your representative is already a sponsor, tell him to contact leadership to assure passage.
  • Save Our Small and Seasonal Businesses Act of 2017 (S. 792) – Call both of your senators and tell them to cosponsor S. 792, legislation that will expedite applications to meet labor demands during peak seasons. This bipartisan bill currently has 12 sponsors, and will need many more to win floor time in the Senate. If your senators are already sponsors, tell them to contact leadership to make the bill a high priority.

Barring a mare’s illness, injury, or death-which would necessitate separating her from her foal sooner than expected-you have the luxury of planning your foal’s weaning process.
