TOBA NAMES OFFICERS AND FIVE NEW TRUSTEES TO BOARD

The Thoroughbred Owners and Breeders Association announced today the re-election of Dr. J. David Richardson as chairman of its Board of Trustees.  Also joining Richardson on the Board of Trustees to serve three-year terms as new members are Robert Devlin, Terry Finley, Bernard McCormack, Charlie O’Connor and Garrett O’Rourke.
Re-elected to three-year terms were current trustees Barbara Banke, Mike Caruso, Brant Laue, Michael McMahon and Kenneth McPeek.
“I am honored to be re-elected as TOBA chairman,” said Dr. Richardson. “Our board of trustees and the TOBA membership represent an important constituency and we look forward to working with other industry stakeholders to improve the economics and integrity of the sport.”

MEMBER OF THE MONTH
Keith and Allen Crupper

Since last summer, brothers Keith and Allen Crupper have been laughing all the way to the bank. In the name of Whispering Oaks Farm, they bred Practical Joke, a multiple grade 1 winner and Eclipse Award finalist last year at two. Now a sophomore, the colt recently captured the July 8 Dwyer Stakes (G3) at Belmont Park and finished an excellent third in the July 30 betfair.com Haskell Invitational Stakes (G1) at Monmouth Park. In the Haskell, Practical Joke, owned by Klaravich Stables and William Lawrence, hit the wire a mere half-length and a nose behind eventual winner Girvin, who just edged out McCraken for the victory.
This performance and his Dwyer win, mark a summer resurgence for the son of Into Mischief, who took a two-month break after a solid fifth-place effort in the May 6 Kentucky Derby Presented by Yum! Brands (G1). Overjoyed at the colt’s success, Keith Crupper said, “It’s obviously been a thrill to have a homebred jump up and run like that. He ran a huge race in the Dwyer. I got a little nervous when he was down against the rail there.” Crupper boasts classic connections besides Practical Joke, as he assisted the co-owners of 2009 Kentucky Derby winner Mine That Bird with the purchase of the eventual Run for the Roses winner.
Practical Joke got his turn of foot from his speedy sire, 2007 CashCall Futurity (G1) victor Into Mischief, whose progeny’s lifetime average winning distance is 6.61 furlongs, and dam, the Distorted Humor mare Halo Humor. Crupper recalled Halo Humor’s speed at two; she broke her maiden first time out at Saratoga in 2005, then won an allowance race before finishing fourth in the Matron Stakes (G1) and earning stakes-placed status the following season.

West Nile Encephalitis (WNE)
The California Department of Food and Agriculture reported on August 10 that two cases of WNE have been confirmed. The affected animals were an unvaccinated eight month old quarter horse filly in Kern County and an unvaccinated three year old quarter horse filly in Contra Costa County. Both animals displayed severe neurological signs. The Kern County filly was euthanized due to the severity of the disease and the Contra Costa County filly is recovering. For 2017, a total of five horses have been confirmed positive for WNE in California.

The Colorado Department of Agriculture confirmed its first case of WNE on August 9. The affected animal was on premises in Larimer County and had an unknown vaccination status. The positive diagnosis was confirmed on August 2 by Colorado State University Diagnostic Laboratory.

The Michigan Department of Agriculture and Rural Development reported on August 10 that two animals have tested positive for WNE. The affected animals include a six-year-old standardbred gelding from Mecosta County, which was last reported to be undergoing treatment, and a six-year-old Quarter Horse mare from Midland County, which was euthanized due to the severity of its condition. Both animals were not vaccinated and developed sudden neurological signs, including ataxia in all limbs.

Potomac Horse Fever
The University of Kentucky veterinary Diagnostic Laboratory has confirmed 28 cases of Potomac Horse Fever in 2017. Four cases were confirmed in May, nine in June, nine in July and to date, six in August. Positive samples were collected from horses in Taylor, Woodford, Fayette, Bourbon, Scott, and Harrison Counties.

Foggy Vision
10 conditions that can cloud the equine cornea
By HEATHER SMITH THOMAS
Your horse’s eye is surprisingly tough yet frustratingly fragile. It can withstand an amazing number of challenges-exposure to microbes, ultraviolet light, dust and debris-but it is still vulnerable to injury and disease. One of the telltale signs that something’s wrong with it is a sudden opaque cloudiness over the cornea.
This is where your veterinarian comes in, as a number of things-some benign, some serious-can cause a cloudy eye. And any horse, from the senior with the scar on his eye due to an old  corneal ulcer to the Paint with squamous cell carcinoma, can fall victim to one of these issues.

Congress Continues to Promote Land Access, Gives Momentum to “Trails Act” Victory

On July 26, Sen. Ron Wyden (D-OR) and Rep. Rob Bishop (R-UT) introduced the “Recreation Not Red-Tape Act (RNR)” (S. 1633, H.R. 3400), legislation that expands the scope of the National Forest System Trails Stewardship Act (PL 114-245), signed into law in late 2016.  While the RNR focuses on streamlined permitting to access public lands, the bill includes provisions that would authorize the Department of the Interior, through the Bureau of Land Management (BLM), to enter into cooperative agreements with private parties to promote the role of volunteers in trail maintenance.  The bill also authorizes the Department of Agriculture (USDA) and BLM to develop an interagency trail management plan that will assure uniform maintenance standards for trails crossing jurisdictional lines between the two agencies.

The Trails Act outlines a detailed program including goals and timetables by which the USDA will leverage private partners to clear trails long overdue for maintenance.  Unlike the RNR Act, which applies to both the BLM and USDA’s National Forest System (NFS), the Trails Act focuses only on trails under the jurisdiction of the NFS.
